Dear Mr. President.

Our country Czech Republic is immediately faced with referendum deciding one of the most significant chapters of our history – our accession to European Union. We do not conceal, that our civic association unifying representatives of another three civic associations and one non-parliamentary political party has been established only in order to explain citizens also the negatives resulting from the mentioned accession. For the reason we are unambiguously convinced, that the negatives much exceed the positive aspects, we decided to crusade against our accession, what we are at present doing. Unfortunately, it is realized under quite unequal conditions. Our application for assigning of financial support from the designated grand “With the Czech citizens to EU” of the amount 200 millions crowns was rejected. The same experienced all other so-called euro-skeptic organizations. In a television programme of TV NOVA on 24-th April 2003, the present prime minister PhDr. Vladimír Špidla answered question, why there was not granted financial resources to accession opponents so: “ Concerning euro-skeptics, they simply presented no projects. They presented one page with only amount written”. Concerning mentioned statement of our prime minister we can only add following: Our project contained 13 pages. Alone filled form from the Ministry of Foreign Affaires of the Czech Republic consists of 3 pages… So we can only add, that Czech prime minister says no truth or he at all does not know, what he speaks. In any case, the value of this information is the same.

On the 17-th January we send the letter addressed to the statutory Czech Television with request for right to present also meanings of citizens rejecting accession. We obtained up to now no answer to this letter.

Indeed, we gained limited access to some sound broadcasting stations as is the Czech broadcasting of BBC, radio Regina, radio Akropolis and statutory radio Ústí nad Labem.

Nevertheless, we judge, that due to massive campaign provided by both statutory television and private television NOVA supporting accession of EU, there were established entirely unequal conditions resulting in the total manipulation of public meaning. On one side there are namely private civic initiatives, on other side there are afterwards the all-state power machinery. Beyond this fact, the referendum act alone is under the full control of the ruling parties, since only them can in fact delegate their representatives to the referendum committees. How can we believe to representatives of ruling parties the plausibility of voting, when the main representative of the highest political party and prime minister does not speak truth?

For this reason, dear Mr. president, we appeal on you to evaluate the general situation and recommend the Czech government to postpone the referendum due to fact, that there were not created equal conditions for supporters and opponents of our accession of European Union. Namely, if the accession of European Union will be adopted in the present manipulated atmosphere, many of opponents will never accept the resolution originating so precedent of the future disintegration of the all European Communities may be under very dramatic conditions resulting in the immense consequences for the whole continent.
